• MUBS SHIFTS TO CEMAS

MUBS is shifting to the Computerized Education Management and Accounting System (CEMAS). CEMAS is one of the reforms in public expenditure management by the government of Uganda and is designed following several unfavorable reports by the Auditor General on the state of affairs at Public Universities and Self Accounting Tertiary Institutions (PUSATIs). It is an ICT based system that will deliver an integrated solution for managing administering activities of PUSATIs in the context of education and financial management domains. In addition, CEMAS will have a robust student information and decision support systems. It will provide real-time access to inform reduce paperwork involved in different tasks and enhance transparency, accountability and efficiency in PUSATIs operations. The units that will benefit from this arrangement will be Financial management (Bursar’s Office), Academic Management (Registrar’s Office) and Human Resource Office to help with the payroll and timetabling of staff information. In May 2015, MUBS received thirty (30) computers, one (1) UPS, one (1) printer from Ministry of Finance, Planning and Economic Development. This program will be 100% funding from the Ministry of Finance, Planning and Economic Development for three (3) years them MUBS will take over funding it. This program will assist with online application for study and payment of fees. The other institutions that will benefit from this arrangement are; Makerere University, Muni University, Mbarara University of Science and Technology, Uganda Management Institute, Gulu University, Kyambogo University, Busitema University, National Council for Higher Education, Ministry of Education, Sports, Science and Technology, Ministry of Finance, Planning and Economic Development and Uganda Examinations Board. This program is run with the help of TALISMA Consultancy, Ministry of Finance, Planning and Economic Development and banks for concession.
